This morning on his official Twitter account J Michael Straczynski tweeted the following:

He added in the comments below the original tweet:
“And just to be clear, this brand new original animated movie is already finished and in the can. So it’s 100% real, happening, and coming out very soon.”
“I’m ridiculously excited about the #B5AnimatedMovie because it feels the most B5-ish of anything we’ve done since the original show. Warners was terrific in giving me the freedom to write the story I wanted, and the animation is phenomenal. It’s fun, deep, emotional, classic B5.”
It’s been known for some time that there are two Babylon 5 projects in the works, one with the CW called Project 1 and this now confirmed animated series which previously had been referred to as Project 2 that he was working on with some of the cast.
He’s promised that more details are forthcoming in one week and we’ll be waiting!
